It should be 1 Rugby referee supported by an expert in interpreting video footage. Someone who can advise on angles, physics and frame blur, because to me they seem to make many errors based on simply picking the wrong angle to look at, thinking something is touching something because the blurred, slowed or frozen image makes it look like it has, or the favourite of judging slip catches at cricket and other things in life...foreshortening.
