When are other clubs allowed to speak to our players, and vice versa?

In my personal opinion, Riley is not good enough for us at the level we want to be operating at week in week out. He's become a decent SL player over the years but I would like to see us replace him with another player in the Joel Monaghan mould.
Higham - I'm saying no as I would like Dywer to get more game time next year.
